  • Policy review

    November 2025 - January 2026

    The project team will review existing policies, zoning, building codes, permitting, and development incentives to identify barriers and opportunities for promoting infill development in Jasper. Policy review results will be shared with the public.

  • Digital development tool development

    November 2025 - April 2026

    The consultant team will develop a GIS (Geographic Information System) Lot Identification Tool to map infill opportunities across Jasper. This tool will be launched in 2026.

  • Standardized infill plan design

    December 2025 - July 2026

    Standardized housing models will be developed with consideration for balancing market viability and community goals. These standardized plans will be launched in tandem with the Lot Identification Tool, and can be purchased and placed on eligible sites, reducing permitting time and development complexity.

  • Capacity building “mddl School” event

    September 2026

    The project team will be hosting a full-day “mddl School” program at the end of the project. This program will give local community members and industry professionals an opportunity to learn more about housing in Jasper, including the project findings and general information on infill development. Engagement Opportunities

The project team will host an all-day in-person intensive crash course on infill development in July 2026. This full day course will cover local planning context, design development, construction, and development opportunities in Jasper.

Background Information

The Housing Action Plan, adopted by Council in March 2025, outlines eight actions to increase housing availability and affordability:

  1. Update Land Use Policy to incent development and promote density
  2. Explore changes to parking requirements tied to housing
  3. Promote the accessory dwelling unit and secondary suite incentive program
  4. Expedite and simplify the housing development permit process
  5. Develop financial tools for affordable housing development
  6. Develop a land and asset acquisition strategy for community housing
  7. Continuous assessment of housing needs
  8. Community engagement to develop a new Town Plan

This project directly addresses action items 1, 3, 4, 5, and 7. Through community engagement, a review of existing policy, and standardized plans, this initiative reduces barriers, streamlines the permitting process, and promotes gentle density across Jasper.

The Housing Accelerator Fund is a federal program administered by Canada Mortgage and Housing Corporation (CMHC) that provides targeted funding to municipalities to accelerate housing development of net new units.

While this project is not funded through HAF, this initiative is helping Jasper meet its HAF goals of 240 net-new units by reducing barriers to infill development and encouraging density.
