Jasper Rebuild Bulletin

22 August 2025

With construction on home rebuilds underway and ramping up, the Municipality of Jasper (MoJ) will be launching additional communications which are expected to be sent out approximately twice a month moving forward.

Construction Coordination

What we've seen and heard on the ground in the last couple of weeks:

There's a new webpage with resources and information:

Visit Municipality of Jasper - Construction Coordination for details on much of what you see here but in one place.

Fencing Removal

Starting as early as September 2, Parks Canada will begin removing fencing from lots where debris has been cleared and no physical hazards remain. Leaseholders with properties that still have hazards or debris have been contacted directly. If fencing is required for rebuild activities, it will be the responsibility of the prime contractor to provide it.

'Rebuild' Street and Public Space Use (SPSU) Permits are now live!

Update: The MoJ is now issuing 'Rebuild SPSUs' that allocate the use of lands in front of a site (and in the back) without needing an SPSU for every closure! This means your builders can get a single approved permit that allows for use of the parking lane, and closures of the sidewalk, driving lane and back alley when needed. Traffic accommodation plans for each kind of closure (Sidewalk, Driving Lane AND Back Alley) are required but these permits will allow us all to handle changes to timelines and delivery schedules much more easily.

If you are interested in this option, please make a note of it in the application.

To submit an application please visit: Street and Public Use Application. Permit applications must be submitted at least five (5) business days in advance and include a traffic accommodation plan.

Grading Plan for Cabin Creek

The combination of ground disturbance from demolition and re-installation of utilities meant that the MoJ has had to prepare a new community grading plan for Cabin Creek West to maintain pre-existing grades and stormwater flows in the neighbourhood.

The grading plan identifies elevations at the property lines of each lot in Cabin Creek and should be used to set 'design grades' at property lines.

See the Cabin Creek Community Drainage Plan.

If you or your builders have any questions about drainage, please do not hesitate to reach out to muniapprovals@jasper-alberta.ca.

Home Deliveries

Are you or someone you know looking to bring in prefabricated homes or other oversize loads?

Please ensure that you complete a "prohibited vehicle" permit application with the Municipality of Jasper and contact Parks Canada jasperdevelopment@pc.gc.ca about oversize loads coming into Jasper National Park.

We'll help you find the best route to where you are going, and ensure that your move can get in through the Park gates and can even provide some resources for parking closures. It takes time to ensure that moves happen safely, so as soon as you know you will be bringing something in, please reach out directly to bylaw@jasper-alberta.ca and look at the permit requirements here: https://jasper-alberta.ca/f/prohibited-vehicle-per...

Offsite Levies – What You Need to Know

Offsite levies are applied on a square footage basis and apply to net new dwellings or commercial square footage, they are not required on like-for-like replacements. Invoices for off-site levies are issued to leaseholders directly when Development Permits are issued. Homeowners are encouraged to understand what fees may apply to their rebuild. FYI: Contractors can factor levy costs into project budgets, ask yours if you are unsure whether they have.

Full details are outlined in the Offsite Levy Bylaw found here: https://jasper-alberta.ca/Home/DownloadDocument?do...

Ongoing Updates:

The MoJ is updating the Offsite Levy Bylaw. It will be reviewed by MoJ Committe of the Whole on Tuesday, August 26 along with related engineering reports. The draft bylaw and reports will be posted on the Municipality's website on Friday, August 22 along with the rest of the Committee Agenda: https://jasper-alberta.ca/p/agendas-and-minutes.
