Rebuild Jasper Industry Bulletin - September 03, 2025
3 September 2025
With construction on home rebuilds underway and ramping up, the Municipality of Jasper (MoJ) will be launching additional communications which are expected to be sent out approximately twice a month moving forward.
Construction Coordination:
What we've seen and heard on the ground in the last couple of weeks:
Back to School
As the new school year begins, it's a timely reminder for everyone in the building industry to be extra vigilant during morning and afternoon hours. With more children walking, biking, and being dropped off near schools, increased traffic and distractions are inevitable. Whether you're driving to a job site, operating heavy equipment, or delivering materials, please slow down in school zones, watch for crossing guards, and stay alert for Jasper's youngest pedestrians. Safety starts with awareness, and a few extra moments of caution can make all the difference in protecting our communities.
Marmot Pit – Clean Fill Only
We would like to take a moment to clarify what Marmot Pit is (and what it isn't). Marmot Pit is not a landfill and not a commercial pit. It is a one-way pit — you may bring in approved material, but you cannot take anything out. Parks Canada has made this operational space available to support rebuild efforts. Misuse of this resource will result in the closure of Marmot Pit for clean fill disposal.
✅ What Marmot Pit Accepts:
- Clean fill only — soil, sand, gravel, and rock that are free of debris and contamination.
❌ What Marmot Pit Does NOT Accept:
- Fill containing any debris
- Fill from areas with provincially listed noxious weeds or weeds restricted by Parks Canada
- Woody vegetation (trunks, roots, branches, twigs)
- Municipal waste or garbage
- Building and construction materials
- Reclaimed asphalt pavement (RAP), asphalt concrete pavement (ACP), reject materials
- Concrete (including barriers)
- Liquid waste or saturated materials
Important: Loads containing any of the above are not considered clean fill and will not be accepted. Inspectors are logging each load. If unacceptable material is present, all permits held by that contractor will be suspended, and Parks Canada will invoice the permit holder for removal costs.
*Marmot Pit is open seasonally.

Parks Canada Overdimensional Loads
East Gates: The maximum width of loads entering the Jasper National Park East Gates is 6.2 m wide. Loads exceeding the maximum loaded width require a Parks Canada Overdimension Lane Closure Permit to pass through the Park gates. Contact Tyler Dow at tyler.dow@pc.gc.ca to obtain a permit. Overdimension loads may be subject to restricted travel hours to mitigate impacts to traffic. Please allow 3-5 days for your permit to be processed.
South Gate (Highway 93): Oversize loads going to the townsite are not permitted at any time. Additional road restrictions and seasonal closures within the park may be in place. Visit this page for details: https://parks.canada.ca/pn-np/ab/jasper/visit/rout...
Moberly Bridge: There are weight and dimension limitations to the Moberly bridge from highway 16 to Maligne Lake Road. Visit this page for details: https://parks.canada.ca/pn-np/ab/jasper/visit/routes-roads
Municipality of Jasper 'Prohibited Vehicle Permits'
Vehicles that are oversize, overweight or being operated for the purpose of moving a building require a Municipality of Jasper Prohibited Vehicle Permit: https://jasper-alberta.ca/f/prohibited-vehicle-permit-application.

Street Use Permits
Changing Timelines
If your construction timelines change from what was outlined in your Street and Public Space Use (SPSU) permit—for example, a delivery delay or fencing that needs to stay up longer—we need to know.
Here’s why:
We coordinate all SPSU permits to make sure deliveries, fencing, and temporary closures to avoid conflicts.
If your delivery is delayed or rescheduled, we check for other closures or deliveries nearby to make sure that you won't run into unexpected issues on the street.
This helps keep everyone’s rebuild moving forward without additional frustrating delays.
Please let us know right away if your SPSU timelines shift. It’s not about adding work—it’s about making sure the necessary coordination happens so that every project gets what it needs, when it needs it.
Extensions: Reach out to townplanning@jasper-alberta.ca as soon as you realize you might need an extension of your Street Use Permit. Under the conditions of the permit, you should reach out to us at least one week in advance so we can coordinate with any other closures in the schedule.
'Rebuild' Street and Public Space Use Permits are now live! (SPSU)
The Municipality of Jasper is now issuing 'Rebuild SPSUs' that allocate the use of lands in front of a site (and in the back) without needing an SPSU for every closure! This means you can get a single approved permit that allows for use of the parking lane, and closures of the sidewalk, driving lane and back alley when you need to. Traffic accommodation plans for each kind of closure (Sidewalk, Driving Lane AND Back Alley) are required but these permits will allow us all to handle changes to timelines and delivery schedules much easier.
If you are interested in this option, please make a note of that in your application.
To submit an application please visit: Street and Public Use Application. Permit applications must be submitted at least five (5) business days in advance and include a traffic accommodation plan.
Fencing Removal starting in September
Starting as early as September 2, Parks Canada will begin removing fencing from lots where debris has been cleared and no physical hazards remain. Leaseholders with properties that still have hazards or debris have been contacted directly. If fencing is required for rebuild activities, it will be the responsibility of the prime contractor to provide it.

Working with Safety Code Agencies
During your rebuild, the Municipality of Jasper and Parks Canada will work with any accredited safety code agency that holds a business licence in Jasper National Park. These agencies are accredited by the Alberta Safety Codes Council to provide services such as building, electrical, gas, and plumbing inspections, as well as code reviews and advice.
To see which agencies are licensed to operate in the park, please visit the Parks Canada website: https://parks.canada.ca/pn-np/ab/jasper/gestion-management/permis-permits/amenagement-development/building.
For broader safety code information and resources, you can also visit the Safety Codes Council website: https://www.safetycodes.ab.ca/.
Keep it to yourself
There have been several instances of builders using neighbouring properties to store materials, park vehicles or place excavation materials.
Do not place construction equipment or materials off leaseholds on neighbouring properties or public lands without written permission from the neighbouring leaseholders. Builders may be found to be trespassing on adjacent lots and subject to fines, penalties or legal action. You can apply to use adjacent Municipal streets and roads for construction purposes through the Street and Public Space Use Permit (SPSU) permit application. https://jasper-alberta.ca/p/street-and-public-spac...
Policy Updates
Changes to Business License Rules
As of September 02, 2025 only prime contractors on a site are required to have a business license to work in Jasper. Fees for a business license are $165.00 for an annual license and include provision of a work pass to provide access into the National Park.
To apply for a business license please use the form on this webpage: Municipality of Jasper - Business License Application Form: https://jasper-alberta.ca/p/business-licence-appli...
