Rebuild Update - September 26, 2025

With construction on home rebuilds underway and ramping up, the Municipality of Jasper (MoJ) will be launching additional communications which are expected to be sent out approximately twice a month moving forward.

Are you a Prime Contractor?

As of September 02, 2025 only prime contractors on a site are required to have a business license to work in Jasper.

Moving forward, Prime Contractors with a business license can register sub-contractors using a new form on the Municipality of Jasper webpage: https://forms.office.com/Pages/ResponsePage.aspx?i...

Registering your sub-contractors gets them the same benefits as having a full business license: free entry to the Park through National Park work passes and free parking in residential and paid parking areas (you still have to abide by the time rules.

Fees for a business license are $165.00 for an annual license and include provision of a work pass to provide access into the National Park. Recovery Bylaw Updates

Working on Sundays

The Municipality of Jasper has recently updated its noise bylaw to allow for construction on Sundays and holidays between the hours of 10:00 am and 6:00 pm. Other days, construction noise is allowed between the hours of 7:30 am and 9:00 pm. Please reach out to bylaw@jasper-alberta.ca to discuss operations happening outside of those hours.

Unattached Trailers

Unattached trailers are now permitted in the parking lane immediately in front of a property which has been destroyed or damaged in the 2024 wildfire, provided that the trailer is being used as part of renovation or construction work on that property. Unattached travel trailers are still prohibited, as is camping on a roadway in the town site.


Stakes Out

There have been a couple of examples of survey stakes being damaged by contractors from other construction sites. Please ensure that if you are working on an adjacent lot (with permission) that you are aware of any potential damage you might cause to stakes or other materials on that site. If you see stakes that have been damaged on your lot, please contact your site surveyor as they may be able to replace them at the same time as other damaged pieces.

Line Locates

Before starting any excavation in Alberta, builders must complete utility locates. This is a legal requirement to identify underground lines like gas, water, and power. You can request locates through Alberta One-Call, and digging must not begin until all lines are marked and verified. Hitting a utility line can be dangerous, result in stop work orders and/or significant fines and penalties.


Keep it to yourself

There have been several instances of builders using neighbouring properties to store materials, park vehicles or place excavation materials.

Do not place construction equipment or materials off leaseholds on neighbouring properties or public lands without written permission from the neighbouring leaseholders. Builders may be found to be trespassing on adjacent lots and subject to fines, penalties or legal action. You can apply to use adjacent Municipal streets and roads for construction purposes through the Street and Public Space Use Permit (SPSU) permit application. https://jasper-alberta.ca/p/street-and-public-spac...


Resources and Process Changes

New Permitted Building Materials Reference Webpage:

If you are building in the Jasper townsite, your choice of building materials must follow certain rules set out in the Town of Jasper Land Use Policy (LUP) and Architectural Motif Guidelines for the Town of Jasper (AM). These rules are in place to preserve the character of the townsite and make buildings more resilient to wildfires.

To assist with understanding these requirements, Parks Canada has published a new permitted materials reference webpage. The webpage brings together all of the rules for building materials and colours in one location. It also presents ways you can go beyond the minimum standards to make your home even more wildfire resilient.

Online Utilities Map

The MoJ has recently set up a new online utilities map that shows the approximate location of water, sewer and stormwater infrastructure in town. This information can be helpful in preparing site plans and knowing where to plan to connect to municipal services. Link: https://www.jasper-alberta.ca/p/utilitymap


'Rebuild' Street and Public Space Use Permits (SPSU) are now live!

The Municipality of Jasper is now issuing 'Rebuild SPSUs' that allocate the use of lands in front of a site (and in the back) without needing an SPSU for every closure! This means you can get a single approved permit that allows for use of the parking lane, and closures of the sidewalk, driving lane and back alley when you need to. Traffic accommodation plans for each kind of closure (Sidewalk, Driving Lane AND Back Alley) are required but these permits will allow us all to handle changes to timelines and delivery schedules much easier.

If you are interested in this option, please make a note of that in your application.

To submit an application please visit: Street and Public Use Application. Permit applications must be submitted at least five (5) business days in advance and include a traffic accommodation plan.
