Public Engagement & Information Sessions – Proposed 2026 Off-Site Levies Bylaw

The Municipality of Jasper is hosting public engagement and information sessions to share details about the newly proposed 2026 Off-Site Levies Bylaw. These sessions provide an opportunity for residents and rebuild stakeholders to learn more about the proposed bylaw, ask questions, and provide feedback before it advances through the Council approval process. Off-site levies are used to help fund essential municipal infrastructure that supports rebuilding and future development.

Session Dates & Times:

  • Thursday, January 29 — 4:00 PM to 7:00 PM
  • Friday, January 30 — 9:00 AM to 12:00 PM

Location:

631 Patricia Street, upstairs from the Jasper Employment Centre, Pyramid Boardroom

Who should attend:

Residents, leaseholders, builders, contractors, developers, and anyone interested in learning more about off-site levies and how they are applied.

These sessions will allow participants to:

  • Learn how the proposed 2026 Off-Site Levies Bylaw may affect rebuilding and future development
  • Understand what off-site levies are and what infrastructure they help fund
  • Ask questions and provide feedback on the proposed approach

For questions, please contact townplanning@jasper-alberta.ca.

Off-site levy payments

The Municipality of Jasper will no longer issue municipal approval letters until all applicable off-site levies have been paid. This change has been implemented due to ongoing challenges in collecting levies in a timely manner.

Please ensure this update is communicated to your clients and be prepared to submit off-site levy payments prior to the issuance of formal municipal approval letters. Please note that Parks Canada will not issue a building permit for a development until the Municipality of Jasper has issued a municipal approval letter.

When do you need a Street and Public Space Use (SPSU) permit?

You must obtain an SPSU permit any time your work impacts public space. This includes:

  • Blocking or restricting traffic- even for a short amount of time
  • Using or obstructing a roadway, sidewalk, parking lane or alley
  • Placing garbage bins or materials on the road

If your project will affect any public area, you must apply for an SPSU. Allow 5 business days for review and approval.

For further information or other inquiries about SPSU, please email townplanning@jasper-alberta.ca.

This ensures safe and coordinated use of shared spaces during the rebuild process.

Register your sub-contractors

Prime Contractors with a business license are asked to register sub-contractors using the form on the Municipality of Jasper webpage.

There are advantages! Registering your sub-contractors gets them free entry to the Park through National Park work passes and free parking in residential and paid parking areas (you still have to abide by the time rules).

Food waste and construction waste Do Not Mix

As winter conditions set in, our teams have noticed an increase in food waste being placed in construction bins. This creates a significant wildlife attractant, particularly for ravens and magpies, and can lead to broader safety and environmental concerns.

Contractors are reminded to keep food waste, wrappers, and personal garbage out of construction waste bins. All food-related waste should be disposed of properly and stored in wildlife-resistant containers.

Keeping construction bins free of food waste helps reduce wildlife interactions and supports a safer work environment for everyone.

Marmot Pit is now closed, reopens spring 2026

Marmot Pit is now closed and will reopen in the spring of 2026.

Parks Canada is continuing to explore additional soil storage options for spring 2026, and we will share updates as soon as they are available.

Business Recovery Bulletin has launched

The Jasper Recovery Coordination Centre (JRCC) has launched the Business Recovery Bulletin to share business-focused recovery updates from the Municipality of Jasper and Parks Canada’s joint recovery centre. The bulletins highlight new information, programs, and announcements that may affect businesses and their operations.

Securing materials and shared responsibility on rebuild sites

As rebuild activity increases, we want to remind everyone of the importance of securing materials and respecting neighbouring sites. Recently, there have been incidents of construction materials being removed from active rebuild lots without permission. While investigations are ongoing, this serves as an important reminder for the industry as a whole.

All builders and contractors are encouraged to:

  • Secure materials and equipment on site wherever possible
  • Clearly label stored materials to avoid confusion
  • Respect other rebuild sites and property boundaries at all times

If you experience theft, suspicious activity, or damage to your site, please report it promptly to the RCMP and notify the Municipality so concerns can be tracked and addressed.

If on-site storage is not feasible, designated laydown yard options are available. For storage needs of 150 m² or less, the Municipality has a fenced lot in the industrial block. For needs of over 150 m², there is a lot less than a kilometer from the southern town boundary. If you are interested in these offsite laydown options, please email JRCCinfo@jasper-alberta.ca.

We know the rebuild process is demanding and that everyone is working toward the same goal. Continuing to act with professionalism, respect, and care for one another’s property helps ensure a safer, more collaborative rebuild for the entire community.

2026 Wabasso Campground Contractor Camping- applications available soon

The campground is only available to contractors and will remain closed to the public until further notice.

Need power?

Apply to get your power and natural gas services reconnected. You'll need to submit a 'new connection request' to ATCO Gas and to ATCO Electric here to get that process started: https://www.atco.com/en-ca/businesses/atco-energy-...

Once you've submitted an application, a representative from ATCO will reach out to you to confirm details about overhead or underground connections and tie-in procedures.

You should submit service connection requests ahead of the time that you need power or heat so that ATCO representatives will be able to work with you to finalize the connection plans to avoid delays in your construction process.
