Rebuilding Jasper Industry Bulletin - December 5, 2025

Marmot Pit winter closure - Important update
We know many builders have been concerned about winter access to the Marmot Pit. We’ve heard your feedback throughout the fall and have done what we can to extend access.
The Marmot Pit will now be open until December 20, 2025, a change from the original November 15 date based on industry input. Starting Monday, December 8 until the December 20 closure, Marmot Pit will be open Monday through Saturday from 7:30 am until 5 pm. After December 20, the pit will close for the winter and will reopen in spring 2026. Please plan your remaining soil and debris needs with this final date in mind.
We recognize that there is pressure for those managing tight construction timelines. While winter use of the pit isn’t possible, there are several options available:
Winter storage and disposal options:
- On-site storage at active construction locations
- Private arrangements with neighbouring lots or other sites within town
- Disposal locations outside the park boundary
Parks Canada is continuing to explore additional soil storage options for spring 2026, and we will share updates as soon as they are available.
For full details on Marmot Pit requirements and operational dates, visit the Parks Canada Marmot Pit Regulations page.
Provide your Input! Soil and material storage
The Jasper Recovery Coordination Centre (JRCC) is working with Parks Canada and other partners to evaluate soil storage and material needs to support the rebuild process. We understand that builders require access to soil storage and materials both now and in the coming years.

Holiday permit timelines and expectations
The Urban Design and Standards Department (the ones who review and approve SPSU permits) will be closed from December 24 to January 5.To ensure your work can proceed during this period, please note:
- Deadline to submit SPSU permits for work happening over the holiday closure: December 17.
- Applications received after the deadline will be reviewed once the department reopens on January 5.
When do you need a Street and Public Space Use (SPSU) permit?
You must obtain an SPSU permit any time your work impacts public space. This includes:
- Blocking or restricting traffic
- Using or obstructing a roadway, sidewalk, parking lane or alley
- Placing garbage bins or materials on the road
If your project will affect any public area, you must apply for an SPSU. Allow 5 business days for review and approval.
For further information or other inquiries about SPSU, please email townplanning@jasper-alberta.ca.
This ensures safe and coordinated use of shared spaces during the rebuild process.
No drones
We recognize that many of you are interested in capturing footage of rebuild progress. With homeowner permission, we fully support photography and videography, as long as it does not involve drones.
Please note that the takeoff or landing of drones anywhere within Jasper National Park is strictly prohibited, and requests for drone use related to individual rebuild projects cannot be approved. Parks Canada continues to document overall community progress for Jasper Rebuild.
Thank you for helping us comply with park regulations and maintain a safe airspace.

General safety and best practices
As construction activity continues, please keep the following safety practices in mind to protect workers, residents, and neighbouring properties:
- Store construction waste properly to prevent hazards and maintain clear access routes.
- Handle oily rags with care. Lay them flat to dry outdoors before disposal. Improperly stored rags can spontaneously combust.
- Keep combustible materials such as sawdust, wood scraps, and packaging away from fuel sources and ignition risks.
- Plan ahead for moving large objects (homes, equipment, construction materials). Ensure you have appropriate traffic management in place so emergency vehicles can still access the area.
- Wear proper fall-protection equipment when working at heights or near elevated edges.
Small safety steps make a big difference. Keeping worksites organized and proactive helps ensure a safer environment for everyone.
Storing materials on a neighbouring Lot?
Due to limited availability of space for storing materials and equipment near construction sites, many have been using neighbouring lots as temporary laydown. If this is you, make sure that you have an agreement in place with the leaseholder. An email has been sent to all leaseholders identifying key points to consider when entering into an agreement of this sort. If you do not have an agreement in place, this is trespassing and RCMP will be involved if necessary.

Sub-Contractor Registration
Prime Contractors with a business license can register sub-contractors using a new form on the Municipality of Jasper webpage: https://forms.office.com/Pages/ResponsePage.aspx?i...
Registering your sub-contractors gets them the same benefits as having a full business license: free entry to the Park through National Park work passes and free parking in residential and paid parking areas (you still have to abide by the parking time rules).
Online Utilities Map
The MoJ has recently set up a new online utilities map that shows the approximate location of water, sewer and stormwater infrastructure in town. This information can be helpful in preparing site plans and knowing where to plan to connect to municipal services. Link: https://www.jasper-alberta.ca/p/utilitymap
Need Power?
Apply to get your power and natural gas services reconnected. You'll need to submit a 'new connection request' to ATCO Gas and to ATCO Electric here to get that process started: https://www.atco.com/en-ca/businesses/atco-energy-...
Once you've submitted an application, a representative from ATCO will reach out to you to confirm details about overhead or underground connections and tie-in procedures.
You should submit service connection requests ahead of the time that you need power or heat so that ATCO representatives will be able to work with you to finalize the connection plans to avoid delays in your construction process.
